1-5 Third Vision: The Man with a Measuring Line
1-2 Zechariah sees a man with a measuring line, who says he is measuring Jerusalem.
3-5 Then he sees one angel tell another that Jerusalem will be filled with people and animals, and God will be a wall of fire around them.
6-13 Interlude: An Appeal to the Exiles
6-9 Zechariah tells the exiles to escape to Jerusalem, for God is going to make Babylon plunder for her own slaves.
10-12 Rejoice, for the LORD will dwell among you, and you shall be his portion in the holy land.
13 Be silent, for the LORD “has roused himself from his holy dwelling.” This reminds me of Habakkuk 2:20,:
But the LORD is in his holy temple: let all the earth keep silence before him.
except in this verse, God seems to be outside his temple.
